Prayer was given by Steve Hacker.
Mayor Small opened the Board of Works and Safety meeting
Director England moved to approve all payroll, city, water and sewer claims dated 9/8/08 to 9/ 15/08.

Agenda:
Director England moved to approve a proposal for establishing fees for the use of specific shelter houses in all city parks. After approval by the Board of Works and the recommendation of the Park Board, the ordinance will be given to the City Council for approval. He said the fee would pay for a daily use, from 8:00 a.m. to 9:00 p.m.

Director England moved to amend the proposal that rental payments for the shelter houses must be made at the time of booking, beginning January 2, 2009. Also, anyone renting the shelter house will have to show a valid drivers license and sign an agreement to be responsible for all damages that might be incurred by the rental party. A surcharge will be applied to all non-county residents. Attorney Copenhaver: second Mayor Small: aye Aye vote: 3-0
Director England moved to approve a FMLA leave for Doug Sloan, to care for his wife, from March, 2008 thru January, 2009. Attorney Copenhaver: second Mayor Small: aye Aye vote: 3-0
Department heads:
Assistant Street Commissioner Denney announced that the street department is picking up limbs that are down due to the storm yesterday. He said the men were making headways.
Director Burns said that he had a generator problem at the unit building. He said it went out last night so he was going to have to replace it.
Building Inspector Riggs said that the generator in City Hall also went out. He is going to contact his repairman and see if all the offices cannot be added to the usage of the generator.
60 day Sales Signs were discussed, along with off premise signs (benches). Mr. Riggs said he has not heard back from a letter that was sent about the removal of the benches. If they are not removed shortly, the city will remove them.
Park Superintendent Ayers said there were tree limbs down in the park. He said it wasn't as bad as it has been in the last storms this year.
Public:
Merrell Loveless, 2630 Brown Street, appeared before the Board stating that between lots 25 and 26, there is an alley which his neighbor has taken over. He said it was street property and he wanted access to that. He said his neighbor had a bench, huge rocks and everything else out there. He said he wanted the rocks and shrubs removed so he can go down through there.
Attorney Copenhaver said there was a conflict because he had been contacted by the other owner
about this conflict. It is an unimproved alley. The city has no obligation to improve an alley that is not improved. He asked that this be referred to the street commissioner. This is a civil matter between the two parties.
The Assistant Street Commissioner and Director of Board of Works will go to look at this.
