Board of Works Meeting Minutes - 6/16/08

Board of Works and Safety

June 16, 2008             10:00 A.M.

 

The Pledge of Allegiance was given by all in attendance.

Prayer was given by Steve Hacker.

Mayor Small opened the Board of Works and Safety meeting

 

Director England moved to approve all payroll, city, water and sewer claims dated 6/9/08 to 6/16/08.

New business:

Director England moved to approve the Handbook for Star Development Housing Grant and the Proposal for Star Development for the Administering the House Grant.

Director England moved to adopt the revised substance abuse policy for FTA regulated employees.

Director England moved to approve the proposal from Kenna for Administration of a Wastewater Grant.

Attorney Copenhaver: second                Mayor Small: aye               Aye vote: 3-0

 

Director England moved to approve the purchase of a Camera System for the Wastewater Treatment Plant.

            Superintendent Hamilton said that there are two cameras involved.  One is a Rover camera that will go down and through the sewers.  The other is a Roll camera, which has multiple uses.  He said this piece of equipment is unique and the cost would be $59,375.00.

Director England moved to approve an agreement to sell Coca-Cola products at the Aquatic Center.  He said the company would service the concession stand that Dairy Queen would operate.  Special pricing would be given to the City.

Director England gave information to the Board about the Jennings Building.  He said the windows were falling out onto the sidewalk and for safety reasons, the windows had to be wrapped to protect the pedestrians and to keep the birds out.

Attorney Copenhaver said that an action has been filed to condemn the property.

 

Mayor Small commented how nice and thoughtful it was for the Firemen to go to the funeral home for the calling for Firefighter Nathan Peavler's Mother.  Very impressive.

 

Mayor Small said that help has been offered by the GEO to help with the sewer project.

He said he wanted the liability checked before work could begin.

 

Street Superintendent Cross said that the Street department was milling on I Ave. and Fleming Street, behind the Justice Center.

He also stated that the department was making headway with picking up limbs and brush.

 

All of the abandoned LINGLE signs may be removed.

 

Fire Chief Murray announced that he had received notification from the Insurance Service Office that they would be coming to New Castle to do a site survey.

 

Park Superintendent Ayers stated that there are standing water problems at the park and his employees have been told to mow only where there is no water standing.

 

Mayor Small read e-mails that he had received pertaining to the storm drains and the $6.00 Stormwater fee.  Another e-mail was about bushes in several areas that was causing

drivers not to see oncoming vehicles.

            Attorney Copenhaver stated that there is an Ordinance dealing with this problem and the City Police, on patrol, have the right to tell the owner of the property to cut their bushes back for safety reason.

 

Attorney Copenhaver said we have problems here with collapsing sewers but we could be a lot worse if we were like some cities in Indiana and especially those who lived in Cedar Rapids, Iowa.

 

Kent Hasty, H&H Construction from Indianapolis, appeared before the Board stating that his company works with emergency issues on a daily basis.  He said they were here to offer their assistance.  He will meet with Director after the meeting.
