City Council Meeting Minutes 2/19/2013

                                                COMMON COUNCIL 

 

February 19, 2013 at 7:00 p.m.            

The Pledge of Allegiance was given by everyone in attendance.           

Prayer was given by Council-lady Bertram

ORDER OF BUSINESS:

 

·        President Koger moved to approve the minutes of the last meeting with the amendment that they were corrected showing him present.  Council-lady Malone seconded.  Motion carried 7-0

 

PROCLAMATIONS:

 

·        No proclamations were presented.

 

RESOLUTIONS:

 

·        Resolution #02192013-1 - Funds Transfer

President Koger read Resolution #02192013-1 and moved to approve the funds transfer in EMS and Police.  Councilman Reid seconded.  Motion carried 6-0

·        Resolution #02192013-2 - Adopting Comprehensive Plan

President Koger read Resolution #02192013-2 and moved to approve the Comprehensive Plan.  Council-lady Bertram seconded.  Motion carried 6-0

 

ORDINANCES:

 

·        Ordinance #3672 - Authorizing lien, filing and release fees

President Koger read Ordinance #3672, after discussion with City Attorney, moved to approve Ordinance #3672 on first reading.  Council-lady Bertram seconded.  Motion carried 6-0

 

COMMITTEE REPORTS:

 

·        President Koger informed council of the opening of a City Council appointment on the Henry County Visitors Bureau Board for the term of 2013 to 2015 and recommended that Noel Blevins continue as the representative.  Councilman Peckinpaugh seconded.  Motion carried 6-0

President Koger thanked the Street Department for their continued effort on potholes, HOPE Initiative for their support and effort in the city's pursuit of the Stellar Grant.

·        Councilman Reid thanked administration for the Annual Report included in Council packets and noted that the city needed to review and consider being more cost conscious regarding utility savings and usage.

·        Councilman Peckinpaugh volunteered the wrestling team for the Urban Orchard.

 

 
ADMINISTRATIVE REPORTS: 

·        No reports were given

CITIZENS APPEARING BEFORE THE BOARD:

·        Russell Dishman and Brian Riggs representing New Castle Pride presented preliminary drawings and plans for an Urban Orchard for council to review.

·        Cathy Hamilton representing HOPE Initiative thanked Council and Administration for the continued efforts in the city's pursuit of the Stellar Grant.

Councilman Peckinpaugh moved for adjournment.  Council-lady Bertram seconded.    Meeting adjourned.
