City Council Meeting Minutes - 9/17/2012

COMMON COUNCIL 

 

September 17, 2012 at 7:00 p.m.            

 

The Pledge of Allegiance was given by everyone in attendance.           

 

Prayer was given by Don Ray, Sheriff Department Chaplin.

SPECIAL BUSINESS:

 

·        Council-lady York moved to suspend and accept the minutes of the last meeting.  Council-lady Malone seconded.  Motion carried 7-0

 

PROCLAMATIONS:

 

·        September is Hunger Action Month.  Mayor York read and presented the proclamation to Nichole Miles of 2nd Harvest Food Bank.

 

RESOLUTIONS:

 

No Resolutions were read.

 

 

ORDINANCES:

 

·        Ordinance #3648 - Appropriation of Riverboat Funds (2nd reading & Public Hearing)

Attorney Copenhaver announced public hearing for any citizens wanting to appear before the council.  No citizens presented.  President Koger moved to approve Ordinance #3648 on seconded reading.  Council-lady York seconded.  Motion carried 7-0

·        Ordinance #3650 - 2013 Clerk Treasurer Salary Ordinance - 1st reading

President Koger read edits and changes presented, noting there were no pay increases presented and moved to approve Ordinance #3650 on first reading.  Council-lady Malone seconded.  Motion carried 7-0

·        Ordinance #3651 - 2013 Management Salary Ordinance - 1st reading

President Koger read edits and changes presented, noting there were no pay increases presented and moved to approve Ordinance #3651 on first reading.  Councilman Peckinpaugh seconded.  Motion carried 7-0

·        Ordinance #3652 - 2013 Various Employee Salary Ordinance - 1st reading

President Koger read edits and changes presented, noting there were no pay increases presented and moved to approve Ordinance #3652 on first reading.  Council-lady Malone seconded.  Motion carried 7-0

·        Ordinance #3653 - 2013 EMS Salary Ordinance - 1st reading

President Koger read edits and changes presented, noting there were no pay increases presented and moved to approve Ordinance #3653 on first reading.  Councilman Peckinpaugh seconded.  Motion carried 7-0

·        Ordinance #3654 - 2013 Fire Department Salary Ordinance - 1st reading

President Koger read edits and changes presented, noting there were no pay increases presented and moved to approve Ordinance #3654 on first reading.  Councilman Reid seconded.  Motion carried 7-0

·        Ordinance #3655 - 2013 Police Department Salary Ordinance - 1st reading

President Koger read edits and changes presented, noting there were no pay increases presented and moved to approve Ordinance #3655 on first reading.  Councilman Reid seconded.  Motion carried 7-0

 

COMMITTEE REPORTS:

 

·        Council-lady York complimented city administration on the demolition work being completed and the paving of the Transportation Departments parking lot.

·        Councilman Ingerman informed council the Zombie Walk was a success.

·        Councilman Kidd informed administration he looked forward to seeing raises in 2014 and that administration should work to make sure that happens.  He also thanked the Fire Department for their work on the controlled burn on North 16th Street.

·        Council-lady Malone reported a large tree limb in the road in the 800 block of Riley Road.

·        Councilman Reid noted that he would like to see educational programs in place for employees as well as a plan to redevelop the demo properties that the city owns.

·        Councilman Peckinpaugh complimented Trojan Lane since we have received rain, the foliage is beautiful and he also noted that he supported raises in 2014.

 

MAYOR REPORTS:

 

·        Mayor York reported that Riverboat monies had been received in the amount of $107,305.90.

·        Mayor York thanked Council for their continued work and support of administration as well as their continued investment in the business operations of the city.

·        Mayor York thanked everyone involved in a very successful Day of Caring.

 

CITIZENS REQUESTS:

 

·        Dale Cole, New Castle, expressed a special thanks to all city employees.

·        Don Ray, New Castle, reported the Yield Sign at 25th and State Street is missing.

·        Bob McCormick, New Castle, reported several issues to council for their committees or city administration to take note of.

·        Bob Richards, New Castle, expressed issue over the Pool's rule of no "in's and out's".  Mr. Richards was referred to the Park Board.

 

 

DEPARTMENT HEAD REPORTS:

 

·        No reports were presented to council.
