City Council Meeting Minutes - 7/21/08

COMMON COUNCIL

 JULY 21, 2008          7:00 P.M.

 

THE PLEDGE OF ALLEGIANCE WAS GIVEN BY ALL IN ATTENDANCE.

REV. JEFF GRAMZA, HOLY TRINITY LUTHERAN CHURCH, GAVE THE PRAYER.

MAYOR SMALL OPENED THE REGULAR MEETING OF THE COMMON COUNCIL.

            CHAD SALZBRENNER, PROJECT MANAGER OF THE BONAR GROUP APPEARED BEFORE THE COUNCIL TO GIVE AN UPDATE ON THE GARNER STREET PROJECT.  HE PRESENTED A DRAWING OF WHERE THE IMPROVEMENTS WILL BE MADE.  THE DRAWING SHOWED WHERE GARNER STREET TIED INTO LAWTON STREET, HEADING EAST TO NORTH 14TH STREET.  THERE WILL BE IMPROVEMENTS TO MORRIS STREET, LAWTON STREET AND MAIN STREET.

            MR. SALZABRENNER GAVE AN UPDATE OF WHERE THE PROJECT IS NOW AND WHAT WILL BE DONE BEFORE CONSTRUCTION STARTS.  HE SAID IT WILL TAKE TIME GETTING MONEY FROM INDOT.  HE SAID THERE WERE A LOT OF PROCESSES TO GO THROUGH.  MANY DIFFERENT PEOPLE REVIEW THE PLANS AND PERMITS AND SUCH.  HE SAID THAT THE FINAL CHECK PLANS ARE BEING WORKED ON NOW.  WE ARE GOING TO SUBMIT THE PLANS SOMETIME IN AUGUST.  WE ARE WORKING ON LAND ACQUISITION AT THE PRESENT TIME.  THE BONAR GROUP IS PREPARING THE DOCUMENTS THAT THE APPRAISAL PEOPLE ARE GOING TO USE TO HELP ESTABLISH THE VALUE OF THE LAND THAT IS GOING TO HAVE TO BE BOUGHT AS PART OF THIS PROJECT.  THERE ARE REGULATIONS THAT HAVE TO BE FOLLOWED BECAUSE THEY ARE USING FEDERAL FUNDS.  IN DECEMBER, WE HOPE TO SUBMIT WHAT IS CALLED TRACING SUBMITTAL.  THIS WILL ALSO BE AT THE TIME THE LAND ACQUISITIONS ARE IN PLACE.  ONCE THIS HAPPENS, THE LETTING PROCESS WILL TAKE PLACE.  THIS IS WHERE INDOT TAKES THE INFORMATION THAT WE GIVE THEM AS ENGINEERS, THEN THEY DISTRIBUTE THE INFORMATION TO THE CONTRACTORS AND THE CONTRACTORS SUBMIT BIDS TO THE INDIANA DEPARTMENT OF TRANSPORTATION ON THIS PROJECT.  THE BIDDING WILL TAKE PLACE AS LONG AS THE BIDS ARE OF A CERTAIN PERCENTAGE OF OUR ESTIMATE AS ENGINEERS, THE PROJECT CAN BE WORKED.  IF THINGS ALL GO WELL, HOPEFULLY CONSTRUCTION CAN START IN MAY OF 2009.  IT WILL PROBABLY TAKE THE REST OF 2009 FOR COMPLETION. 

            COUNCILMAN REID ASKED ABOUT THE MATCH THE CITY WOULD BE RESPONSIBLE FOR.  THE ESTIMATED COST TO THE CITY.

            MR. SALZBRENNER EXPLAINED THE COST INVOLVED IN THE PROJECT AND SOME OF THE COST THAT THEY ANTICIPATE THE CITY WILL HAVE.  HE EXPLAINED THE SPREADSHEET THAT HAD BEEN PRESENTED TO THE COUNCIL.  (A COPY OF THE SPREADSHEET AND SCHEDULE ARE INCLUDED).  HE SAID THE TOTAL COST WOULD BE THE ACTUAL COST OF THE CONSTRUCTION, WHICH INCLUDES THE COST OF INSPECTION, DESIGN COSTS, AND RIGHT-A-WAY ACQUISITION COSTS.  HE SAID THERE ARE VARIABLES IN HERE THAT WE ARE NOT SURE WHAT THEY ARE GOING TO COST.  ALL THESE NUMBERS, WITH THE EXCEPTION OF THE ENGINEERING DESIGN COSTS AT $281,472., THAT  INCLUDES ALL OF THE DESIGN FEES UP TO THIS POINT.  IT ALL ALSO INCLUDES THE FEES THAT ARE GOING TO BE THERE FOR THE LAND ACQUISITION.  THAT IS THE ONLY THING THAT WE KNOW EXACTLY WHAT IT IS GOING TO BE?   THE CONSTRUCTION COSTS WILL HAVE TO DO WITH THE ENGINEERS ESTIMATE.  THE RIGHT-OF-WAY  ACQUISITION COSTS OF WHAT THE CITY PAYS TO PURCHASE THAT LAND.  WE CAN ONLY MAKE A GOOD GUESS.  HE SAID THAT THEY BELIEVE THE PROJECT WILL COST 2.5 MILLION DOLLARS.  THE COST TO THE CITY WILL BE $704,000.  THINGS CAN CHANGE.  HE SAID THEY PUT TOGETHER SOMETHING SIMILAR TO THIS IN 2005 AND WE THOUGHT IT WOULD COST THE CITY 900 THOUSAND DOLLARS.  NOW WE ARE CLOSER WITH OUR NUMBERS, A BETTER IDEA WHAT THE IMPROVEMENTS WILL BE IN THE PROJECT, WHAT THE COSTS ARE AND NOW ARE ANTICIPATING THAT IT WILL COST THE CITY SEVEN HUNDRED AND FOUR THOUSAND DOLLARS FOR THE ENTIRETY OF THE PROJECT.                                                                                                                                                                    

            COUNCILMAN REID ASKED ABOUT ENVIRONMENTAL CLEAN UP AT THE OLD TRAINER SPRINGS FACTORY.  HE ASKED IF THAT WOULD BE INCLUDED IN THE COST.

            MR. SALZBRENNER STATED THAT THE THINGS THEY ARE REQUIRED TO DO BY THE DEPARTMENT OF TRANSPORTATION IS TO PREPARE AN ENVIRONMENTAL DOCUMENT.  WHAT COSTS THERE WERE TO CLEAN UP THAT SITE WAS, HE DIDN'T KNOW.  IF THERE ARE COSTS IS THAT CLEAN UP, THEY SHOULD BE IN THESE NUMBERS.  HE WASN'T SURE IF THERE WAS A COST OR NOT.

            MAYOR SMALL SAID THAT THE PROPERTY KNOWN AS TRAINER SPRINGS WAS TO BE IN THE TAX SALE AND HE BELIEVED THAT THE COUNTY WAS GOING TO SIGN THE PROPERTY OVER TO THE CITY.  WHERE THE ROAD IS GOING IS THE SOUTH WEST PORTION.

 

 

RESOLUTION: ESTABLISHING CUMULATIVE CAPITAL DEVELOPMENT FUND UNDER INDIANA CODE 36-9-15.5 WAS READ IN FULL BY SANDY YORK.

            PRESIDENT YORK STATED THAT THIS IS PUBLIC HEARING IF ANYONE WISHES TO SPEAK.

            MAYOR SMALL SAID THAT THIS IS KNOWN AS THE C.C.D FUND AND WAS FIRST ESTABLISHED IN 1984.  THIS FUND HAS BEEN USED EVERY YEAR SINCE.  OVER THE YEARS, WE HAVE BUDGETED FOR $.05 PER $100 AND ARE NOW RECEIVING $.04 PER $100.  THE DEPARTMENT OF LOCAL FINANCE ALLOWS THIS.  RECENTLY, WE HAVE BEEN CUT BACK TO $.01 FOR $100 ASSESSED VALUATION.  THAT BRINGS IN APPROXIMATELY $53,000 A YEAR, WHICH WE ARE GETTING NOW.  THE PROBLEM IS THAT WE HAVE A BALANCE NEED OF $278,000 IN ORDER TO BREAK GROUND NEXT YEAR ON GARNER STREET.  IF WE WERE TO INCREASE THE AMOUNT THAT WE ASKED FOR AND RECEIVED OF EACH YEAR, WE NEED TO RE-ESTABLISH THIS RESOLUTION.  IF WE DO NOT PASS THIS TONIGHT, AND STILL WANT TO GO AHEAD WITH THE GARNER STREET PROJECT, WE WOULD HAVE TO LOOK AT OTHER ALTERNATIVE FINANCING OF THAT $207,000 THAT WE NEED.  ONE WOULD BE THE LOCAL ROAD AND STREET FUND THAT IS GIVEN BY THE STATE FOR PAVING.  THIS IS $100,000 A YEAR.  THE WHEEL TAX  GETS US APPROXIMATELY $200,000 A YEAR FOR ROAD PAVING, REPAIRING POTHOLES, ETC..  ALSO, OUT OF THAT FUND COMES OUR SALT FOR THE WINTER, APPROXIMATELY $50,000.00.  THAT IS OUR ALTERNATIVE.  WE COULD GET AN INTEREST FREE LOAN FROM INDOT THAT IS PAYABLE IN TWO YEARS.  WE WOULD HAVE TO BUDGET TO FIND THAT MONEY TO REPAY THE LOAN.  WE HAVE OUR CCI FUND THAT IS FUNDED BY THE CIGARETTE TAX.  WE GOT APPROXIMATELY $62,000.00 IN 2008.  WE HAVE A CASH BALANCE OF $98,115.00.  THIS IS FOR COMPUTERS AND FOR I.T. RELATED EXPENSES TO MAINTAIN OUR COMPUTER SYSTEM.  IF THIS DOES NOT PASS, WE WILL HAVE TO PULL THE MONEY FROM ALL THREE FUNDS THAT HE DESCRIBED.  THE MAXIMUM IS WHAT WE ARE ASKING FOR, $.05 FOR EVERY $100 ASSESSED VALUATION.  WE WILL PROBABLY GET $.01 INSTEAD OF $.05, PER PAST HISTORY.  WE HAVE TO MAKE SOME VERY SERIOUS DECISIONS.

            PRESIDENT YORK STATED THAT THIS IS FOR ONE YEAR ONLY?

            MAYOR SMALL SAID YES, FOR ONE YEAR ONLY.  IT WOULD BE FOR TAXES PAYABLE IN 2009 AND IT WOULD ALSO END IN 2009.

            COUNCILMAN HAHN ASKED ABOUT STEP 7 ON PAGE 3. IF THIS IS BROUGHT UP AGAIN, TAX PAYERS WILL BE INVITED BACK AGAIN.

PRESIDENT YORK MADE THE MOTION TO PASS THE RESOLUTION ESTABLISHING THE CUMULATIVE CAPITAL DEVELOPMENT FUND AS AMENDED.  COUNCILMAN HAHN: SECOND

RESOLUTION:  TRANSFERRING FUNDS WITHIN A DEPARTMENT FROM ONE BUDGET CLASSIFICATION TO ANOTHER WAS READ IN FULL BY SANDY YORK.

PRESIDENT YORK MOVED TO PASS THIS RESOLUTION.  COUNCILMAN KIDD: SECOND

ORDINANCE 3543-AN ORDINANCE AMENDING TITLE VII, CHAPTER 74, SCHEDULE V OF THE NEW CASTLE CODE BY ESTABLISHING NEW SPEED LIMITS ON CERTAIN STREETS LOCATED WITH IN THE CITY WAS READ IN FULL ON FIRST READING BY SANDY YORK.

            COUNCILMAN HAHN SAID HE HAD CHECKED WITH RESIDENTS LIVING

ON THE FOUR STREETS IN THE ORDINANCE, WOODLAWN AVE,  AUDUBON AVE., WEBSTER AVE., AND SOUTHERN AVE..  HE ASKED COUNCILADY GOODMAN HOW MANY SHE HAD TALKED WITH ABOUT THE SPEEDERS IN THE AREA.  DID YOU GO DOOR TO DOOR AND TALK WITH THEM?

            COUNCILADY GOODMAN, CHAIRMAN OF THE TRAFFIC COMMITTEE, SAID

SHE HAD PHONE CALLS FROM PEOPLE LIVING ON ALL FOUR OF THESE STREETS. PARKING IS DOUBLE SIDED, MAINLY ON SOUTHERN AND WESTERN.  CONCERNS ARE MAINLY ABOUT SPEEDERS. THERE ARE SO MANY CHILDREN IN THIS AREA AND THE RESIDENTS WANT SOMETHING DONE.  SHE SAID SHE WENT DOOR TO DOOR ON AUDUBON AND RECEIVED RECOMMENDATIONS TO LOWER THE SPEED LIMIT OR USE SPEED BUMPS.  ON AUDUBON, IT IS USED AS A PASS THROUGH FROM BUNDY AVE., TO MAIN STREET.  ON WOODLAWN, CONCERNS WERE ABOUT SPEEDERS BECAUSE THE ROAD IS CURVY.  AGAIN, THERE ARE A LOT OF CHILDREN IN THESE AREAS.

            AFTER DISCUSSION, THE TRAFFIC COMMITTEE TALKED WITH POLICE CHIEF NICHOLSON WHO TOLD US SPEED BUMPS WERE AGAINST THE LAW.  HE SAID HE HAS HAD OFFICERS IN THE AREAS FOR SOME TIME.  THE MAIN PROBLEM HE THOUGHT WAS THE PARKING .  HE ALSO RECOMMENDED THAT THE RATE OF SPEED BE LOWERED TO 15 OR 20 MPH.  WOODLAWN AND AUDUBON AT 20MPH AND WEBSTER AND SOUTHERN AT 15 MPH.

            COUNCILMAN HAHN ASKED IF THE TRAFFIC COMMITTEE MADE THE SPEED LIMITS IN THIS ORDINANCE.  LOWERING 25 TO 20 MPH AND 20 TO 15 MPH. 

COUNCILMAN KIDD, ALSO ON THE TRAFFIC COMMITTEE, SAID HE WAS COMFORTABLE WITH THE 15 MPH.  HE FELT IT WAS TO SLOW.  HE SAID WE HAVE 20 MPH IN SCHOOL ZONES AND PARK AREAS.

            COUNCILMAN HAHN ASKED IF THE 20 MPH AT SCHOOL AND BAKER PARK WERE GOING TO BE CHANGED TO 15 MPH.

            COUNCILMAN REID STATED THAT HE HAD GONE DOWN WEBSTER AND SOUTHERN AND ALMOST TAKEN OUT A COUPLE OF KIDS GOING 16 TO 18 MPH.  HE SAID HE HAD TALKED WITH SEVERAL RESIDENTS AND ALL SAID THAT WITH AS MANY KIDS AS THERE ARE, 15 MPH IS APPROPRIATE.  WE DISCUSSED 20 ON WOODLAWN AND AUBDUBON AND HE WANTED THE ORDINANCE AMENDED TO INCLUDE ST. JAMES TO THAT BECAUSE, THE THOUGHT OF THIS WAS EVEN CUT THRU MOTORIST AND WHY WE ARE HAVING ALL OF THESE PROBLEMS IS BECAUSE OF ALL THE CONSTRUCTION ON 18TH ST..  MAIN STREET AND BUNDY ARE THE MAIN STREETS TO TRAVEL TO GET ACROSS TOWN.  IF WE MAKE IT MORE INCONVIENENT FOR PEOPLE ON SOUTHERN AND WEBSTER, THAT IS GOING TO INCREASE THE TRAFFIC ON AUDUBON, ST. JAMES AND WOODLAWN.  WE FELT AS THOUGH THIS WOULD BE A PRO-ACTIVE STEP.  SOUTHERN AND WEBSTER HAVE REDUCED VISIBILITY THAN THE BAKER PARK AREA.   MAIN STREET IS WIDER AND MORE PATROLLED BY LAW ENFORCEMENT.  MAYBE THIS CAN COME BACK AND LOOKED AT A LATER TIME.

RON GATES, GENERAL MANAGER OF THE COMMUNITY COMMUNICATIONS AUTHORITY (CCA).  HE SAID HE WAS HERE TO TALK ABOUT A PROGRAM WITH HENRY COUNTY AND THE CITY OF NEW CASTLE AND IT INVOLVES TECHNOLOGY AND THE TRACKING OF INDIVIDUALS AND ASSETS.  TALKING ABOUT TRACKING INDIVIDUALS, TALKING ABOUT CONVICTS, HOME DETENTION, WORK RELEASE, SEX OFFENDERS, DRUG USERS, DUI

THAT ANY TIME OF THE DAY, OFFICERS CAN GO TO THE COMPUTER AND CAN LOOK AND SEE WHERE SOMEONE IS.  WE ARE TRYING TO WORK WITH THE COUNTY AND THE CITY.  WE HAVE TO PUT UP A FEW NODES AROUND THE CITY AND COUNTY AND FROM THE BRACELETS THAT THEY WEAR, NOW WATCHES, IT SENDS IT FROM THE WATCH TO THE NODE TO THE COMPUTER TO LET LAW ENFORCEMENT KNOW WHERE THEY ARE.

THIS IS A PILOT PROGRAM AND NO COST TO THE CITY NOW.  WHEN IT IS OVER, WE, THE CCA, WILL SIT DOWN AND SEE HOW TO DISTRIBUTE THIS MONEY, NOT PAID BY YOU GUYS, PAID BY THE CONVICTS THEMSELVES.  THIS IS A VERY INTERESTING PROGRAM.

            MAYOR SMALL SAID THAT THE BOARD OF WORKS HAS APPROVED THE PLACING OF TRANSPONDERS ON VARIOUS CITY STRUCTURES.  THE LENGTH OF TIME WILL BE APPROXIMATELY 2 YEARS.

            COUNCILMAN REID ASKED IF MR. GATES IF HE WAS REPRESENTING A GOVERNMENT AGENCY AS A FEDERAL AGENCY OR A PRIVATE CONTRACTOR.

            MR. GATES SAID HE WAS REPRESENTING THE COMMUNITY COMMUNICATIONS AUTHORITY.

            COUNCILMAN REID SAID THE QUESTIONED WAS NOT ANSWERED.  HE ASKED ARE YOU A COMPANY THAT RECEIVES GOVERNMENT MONEY OR AN ACTUAL FE4DERAL GOVERNMENT AGENT.

            MR. GATES SAID A STATE GOVERNMENT AGENT, OWNED BY THREE-BENEFICIARY COMMUNITIES IN OKLAHOMA.   MR. GATES SAID THAT THE CCA IS A TITLE 60 GOVERNMENT TRUST.  SIMILAR TO HOW UTILITIES ARE ESTABLISHED. IT IS NOT A PRIVATE COMPANY, IT'S A NON-PROFIT COMPANY AND IT IS NOT A FEDERAL COMPANY BECAUSE IT DOES NOT RECEIVE ANY FEDERAL FUNDING.

 

 

COUNCIL REPORTS:

SANDY YORK - CALL FROM RYAN BLACKBURN, 1228 S. MAIN ST. WANTS TO VACATE AN ALLEY.  REFER  MR. BLACKBURN  TO BUILDING INSPECTOR.

 

PRESIDENT YORK ASKED ABOUT THE PURCHASE OF A PRESSURE WASHER FOR THE SWIMMING POOL.  MAYOR SMALL SAID THEY HAVE ONE AS OF TODAY.

 

COUNCILADY GOODMAN - SAID THE TRAFFIC COMMITTEE HAS BEEN APPROACHED ABOUT PUTTING UP A STOP SIGN ON BRENTWOOD.  SHE WILL CHECK IT OUT AFTER COUNCIL MEETING.  ALSO, THE SIGNS ON BROAD STREET.  DOWN OFFICIALLY.

            MAYOR SMALL ASKED IF PHYSICALLY.  HE SAID THAT SOME WERE THERE YET TODAY.

            COUNCILADY GOODMAN WILL CONTACT THE DEPARTMENT OF TRANSPORTATION.

           

COUNCILADY GOODMAN%u2026%u2026..SAID SHE HAS HAD CALLS ABOUT THE RECYCLING PLACE.  HOURS WERE POSTED BUT NOT NOW.

            MAYOR SMALL SAID IT WAS A MISCOMMUNICATION AND IT  HAS BEEN TAKEN CARE OF.  THE GATES WILL NOT BE LOCKED AGAIN.  MR. YORK IS WORKING WITH THREE RIVERS AND THREE RIVERS HAS OFFERED TO PAY FOR NEW FENCING IF WE TAKE THE RECYCLING AREA AND MOVE IT DOWN THE ROAD WITH NO GATE.  THE DUMPSTERS WILL BE LINED PUT SIDE BY SIDE.  THERE WILL BE 6 TO 12 DUMPSTERS AT THE SITE.  THERE ARE 3 PICK UP DAYS A WEEK NOW AND GOING TO 4.

 

COUNCILADY MALONE - INQUIRING IF SIGNS HAVE BEEN POSTED ON THE WATER PARK AT THE AQUATIC CENTER, THAT IT WILL BE OPENED LATER IN THE EVENING.

            MAYOR SMALL SAID YES AND NO.  THE SIGN THAT WAS POSTED, EXPLAINED ABOUT WHAT GATE WAS OPENED IF THE POOL WAS OPENED OR NOT.  HE SAID YOUR CONCERN WHEN SHE TALKED WITH HIM, WAS A SIGN TO PREVENT BICYCLES AND SKATEBOARDS.  THAT WAS NOT ON THE SIGN.

            COUNCILADY MALONE SAID SHE FELT AS THOUGH THE WATER PARK SHOULD CLOSE WHEN THE POOL CLOSES TO PREVENT WHAT HAS HAPPENED. 

            SIGNS WILL BE POSTED FOR BICYCLES AND SKATEBOARDS SO THE POLICE

HAVE CONTROL.

 

COUNCILADY PIERCE - HAD COMPLAINTS ABOUT A SKATEBOARDER WHO WAS ALMOST HIT AT TWO DIFFERENT LOCATIONS.  HOW ARE WE PROGRESSING WITH THE SKATEBOARD PARK?

            MAYOR SMALL SAID THAT THE FUND RAISING FOR THE SKATEBOARD PARK WAS HELD OFF UNTIL THE POOL FUND RAISER WAS OVER. THERE WAS A FUND RAISER BY THE YOUNG LIFE A COUPLE OF WEEKS AGO.

 

COUNCILADY PIERCE - COMPLAINTS ABOUT VEHICLES ON SIDEWALKS.  IT IS AGAINST THE LAW AND IT NEEDS TO BE ENFORCED.

            TRAFFIC COMMITTEE WILL CHECK THIS OUT, MAYBE REPEAL ORDINANCE.

 

COUNCILMAN REID - RECEIVED A CALL WANTING ACCESS TO ATTORNEY'S CONTRACT.

            MAYOR SMALL SAID IT WAS AVAILABLE.  THE NEW ONE WAS SIGNED LAST WEEK.

 

COUNCILMAN HAHN - SPEEDING ON BUNDY.  GIVE INFO TO POLICE.  BEST FORCE IN INDIANA.

 

COUNCILADY GOODMAN - ASKED ABOUT A TOWN MEETING.

            MAYOR SMALL SAID THERE IS GOING TO BE A MEETING BUT THE SCHEDULE HAS NOT BEEN COMPLETED.  IT MAY BE DONE ON A WARD BY WARD BASIS.  THIS WILL BE ON A ONE ON ONE BASIS WITH COUNCIL PERSON AND MAYOR TO DISCUSS WHATEVER.  THREE COUNCIL MEMBERS COULD ATTEND AT ONE TIME WITHOUT IT BEING A QUORUM.

 

COUNCILMAN REID - WANTS TO REVIEW RULES AND REGULATIONS OF THE COUNCIL AT THE NEXT COUNCIL MEETING.

            PRESIDENT YORK SAID WHEY COULD TRY TO GET IT DONE AT THE NEXT MEETING BUT LEGAL COUNCIL WAS ON VACATION.  IF NOT AT THE NEXT MEETING, THE MEETING AFTER.

BOB RICHARDS APPEARED BEFORE THE COUNCIL ASKING ABOUT THE FRONT DOOR BEING LOCKED AND CAN'T GET IN FOR COUNCIL MEETING.

            MAYOR SMALL STATED THAT THERE IS A NEW SYSTEM AND NEEDS TO BE ADJUSTED.

 

BOB McCORMICK, 2213 VINE ST., STATED HE HAD 3 ITEMS.

1,  HE CALLED ABOUT A TREE LYING ON A WIRE ON THORNBURG STREET.  HE SAID THAT WAS A COUPLE OF WEEKS AGO AND STILL THERE.

2.       PARKING ON SPRING STREET ON SOUTH SIDE.  ORDINANCE AGAINST IT.  WAS A SIGN BUT IT HAS BEEN REMOVED.  SOMEONE NEEDS TO CHECK IT.  COUNCILADY GOODMAN WILL CHECK ON PARKING.
3.   WHERE DOES THE MONEY GO THAT THE 1ST AID UNIT CHARGES FOR NOW?
MAYOR SMALL SAID THAT 80% OF THE CHARGE GOES TO THE GENERAL FUND AND 20% TO THE 1ST AID UNIT FOR WHATEVER THEY MIGHT NEED AT THE BUILDING.  IF SOMEONE DOESN'T HAVE INSURANCE, THEY DON'T PAY TO GO TO THE HOSPITAL.

 

NORMA DISHMAN STATED THAT SHE THINKS IT IS A MISTAKE TO HAVE OTHER TOWN MEETINGS.  EVERYONE SHOULD BE ABLE TO SAY WHAT THEY WANT AT THE COUNCIL MEETINGS.
