Board of Works Meeting Minutes - 4/22/2013

 

BOARD OF WORKS

 

April 22, 2013 at 10:00 a.m.

 

The meeting was called to order by Mayor York

 

CITIZENS APPEARING:

 

·         Camron Graham of New Castle Community Action requested street closing for the 2nd annual Rock the Arts Park Festival on August 17 and 18.  Attorney Copenhaver moved to approve the request.  Director Barker seconded.  Motion carried 3-0

 

ORDER OF BUSINESS:

 

·         Attorney Copenhaver moved to approve minutes from the previous meeting.  Director Barker seconded.  Motion carried 3-0

·         Attorney Copenhaver made a motion to accept the Payroll, Water, Wastewater and General fund claims for the week of  April 15, to April 22, 2013.   Director Barker seconded.  Motion carried 3-0

·         Mayor York informed the board the prior week's storms had created a state of emergency regarding the buildings scheduled for demolition at 1401-1411 Broad Street, debris was being blown into the intersection. 

o        Attorney Copenhaver moved to declare a city emergency in regard to demolition of the buildings and authorize the removal.  Director Barker seconded.  Motion carried 3-0

o        Quotes were submitted from Neal's Scrapyard and Pritchetts Backhoe Service.  Attorney Copenhaver moved to approve the quote from Neal's Scrapyard.  Director Barker seconded.  Motion carried 3-0

o        Attorney Copenhaver moved to approve the street closing from Broad to Race on South 14th Street for approximately 2-3 weeks during demolition.  Noting to inform E911 of the emergency and closings.  Director Barker seconded.  Motion carried 3-0

·         Mayor York discussed the appropriate procedure in regards to the repairs and maintenance of the Wastewater Treatment Plant.  Attorney Copenhaver informed that the law requires the city to submit a request for proposals published twice 7 days apart and opening of said proposals 30 days after second publication and moved to comply with the law.  Director Barker seconded.  Motion carried 3-0

·         Bids for the State Road 103 Sanitary Separation Project were opened .  Attorney Copenhaver moved to take the following bids under advisement to be awarded at the next meeting.  Director Barker seconded.  Motion carried 3-0 

o        Watson Excavating, Inc.                                                     $287,345.00

o        Pritchett's Backhoe Service                                               $346,338.00

o        Culy Contracting                                                                  $343,855.00

o        Yardberry Landscape Excavating                                      $407,044.00

·         Director Barker submitted and moved to approve a bill for United Consulting in the amount of $6,000.00 for the bid and design of the 103 Project.  Attorney Copenhaver seconded.  Motion carried 3-0

·         No Department Head reports were presented.
