City Council Meeting Minutes - 4/15/2013
COMMON COUNCIL
April 15, 2013 at 7:00 p.m.

ORDER OF BUSINESS:
· Council-lady Bertram moved to approve the minutes of the last meeting. Councilman Peckinpaugh seconded. Motion carried 5-0
PROCLAMATIONS:
· No proclamations were presented.
RESOLUTIONS:
· #04152013-1 - Noblesville Interlocal Agreement with the City of New Castle.
President Koger read Resolution #04152013-1 and moved to approve the agreement. Councilman Reid seconded. Motion carried 7-0
ORDINANCES:
· No ordinances were presented.
OTHER BUSINESS
· President Koger informed Council of the opening of a city appointment to the Henry County Criminal Justice Committee and presented Stacy Guffey for nomination. After discussion President Koger moved to approve Stacy Guffey as the Council appointment. Council-lady Bertram seconded. Motion carried 3-0
· Mayor York presented the E911 Contract for approval. President Koger moved to approve the contract. Council-lady Bertram seconded. Motion carried 6-1 with Councilman Reid presenting a letter of information he would like to see in the 2014 Contract.

ADMINISTRATIVE REPORTS:
· No reports were presented.
CITIZENS APPEARING BEFORE THE BOARD:
· Penny York presented the EDC CEDS Plan requiring a motion of support from the City Council. After discussion Councilman Reid moved to support the reform of the EDC District. Councilman Peckinpaugh seconded. Motion carried 7-0
· Danny Marcum, New Castle requested an update on the Council's stand on the Golf Cart request. Councilman Peckinpaugh stated that it had died in committee due to lack of Council support, noting he was willing to readdress. President Koger moved to schedule public discussion at the May 20th Council meeting for any citizen wanting to discuss the issue. Council-lady Bertram seconded. Motion carried 7-0
