City Council Meeting Minutes - 10/15/12

COMMON COUNCIL 

 

October 15, 2012 at 7:00 p.m.            

 

The Pledge of Allegiance was given by everyone in attendance.           

Prayer was given by Pastor Bobby Slagle, Calvary Baptist Church

SPECIAL BUSINESS:

 ·        President Koger moved to suspend and accept the minutes of the last meeting.  Council-lady York seconded.  Motion carried 7-0

 

PROCLAMATIONS:

·        No proclamations were presented.

 

RESOLUTIONS:

o       (President Koger noted that he would like to commence with Ordinance's before representing Resolutions slated on the agenda.)

·        Resolution #100112-1 - Tax Abatement (New Castle Investments, LLC)

President Koger represented Resolution #100112-1 for consideration.  After discussion, President Koger moved to approve Resolution #100112-1.  Council-lady Malone seconded.  Motion failed 3-4.

·        Resolution #100112-2 - Tax Abatement (BBR Development, LLC)

Resolution #100112-2 withdrawn. 

 

ORDINANCES:

·        Ordinance #3646 - 2013 Elected Officials Salary Ordinance - Final reading

President Koger moved to approve Ordinance #3646 on final reading.  Councilman Peckinpaugh seconded.  Motion carried 7-0

·        Ordinance #3647 - 2013 City Budget and Tax Rates - Final reading

President Koger moved to approve Ordinance #3647 on final reading.  Councilman Reid seconded.  Motion carried 7-0

·        Ordinance #3650 - 2013 Clerk Treasurer Salary Ordinance - Final reading

President Koger moved to approve Ordinance #3650 on final reading.  Councilman Peckinpaugh seconded.  Motion carried 7-0

·        Ordinance #3651 - 2013 Management Salary Ordinance - Final reading

President Koger moved to approve Ordinance #3651 on final reading.  Council-lady Malone seconded.  Motion carried 7-0

·        Ordinance #3652 - 2013 Various Employee Salary Ordinance - Final reading

President Koger moved to approve Ordinance #3652 on final reading.  Council-lady Malone seconded.  Motion carried 7-0

·        Ordinance #3653 - 2013 EMS Salary Ordinance - Final reading

President Koger moved to approve Ordinance #3653 on final reading.  Council-lady York seconded.  Motion carried 7-0

·        Ordinance #3654 - 2013 Fire Department Salary Ordinance - Final reading

President Koger moved to approve Ordinance #3654 on final reading.  Councilman Peckinpaugh seconded.  Motion carried 7-0

·        Ordinance #3655 - 2013 Police Department Salary Ordinance - Final reading

President Koger moved to approve Ordinance #3655 on final reading.  Councilman Ingerman seconded.  Motion carried 7-0

·        Ordinance #3656 - Amending Zoning Districts of the City - 2nd reading/Public Hearing (Attorney Copenhaver opened public hearing.  No citizens presented)

President Koger moved to approve Ordinance #3656 on second reading.  Councilman Ingerman seconded.  Motion carried 6-1

 

President Koger moved to suspend the rules on ordinance #3656 and approve on third reading.  Councilman Ingerman seconded.  Motion required unanimous vote and was negated with a 6-1 vote.  Ordinance #3656 will present at next council meeting for 3rd reading.

 

·        Ordinance #3657 - Sewer Use Ordinance - 1st reading

President Koger read Ordinance #3657 on first reading.  After Q&A with Keith Bryant of United Consulting, President Koger moved to approve Ordinance #3657 on first reading.  Councilman Peckinpaugh seconded.  Motion carried 7-0

 

COMMITTEE REPORTS:

·        Council-lady York requested an update on 2315 F Avenue.  Administration informed Council-lady York that a letter had been sent from the Building Inspectors Office informing of violations.

·        Councilman Kidd requested a meeting with the Traffic Committee and suggested that with the parking issues that have been presented to BOW and Council a group be appointed (2 Council, 2 Administrative Staff, 2 Citizens) to review all parking issues and develop a plan to ordinance no-parking areas necessary.

MAYOR REPORTS: 

·        Mayor York updated Council on the following:

o       Leaf Collection currently will be based on manpower, IDEM approves of collection being dumped in old city dump.  Mayor York is requesting that leaves be placed at curb in paper bags to aid in establishing a mulching program.

CITIZENS REQUESTS: 

·        Bob McCormick, Vine Street, New Castle reported the following issues;

o       Tree Limb on 23rd Street.  Referred to Street Department.

o       Parking issues on Spring between 16th and 18th Streets.  Referred to the Traffic Committee of the Council.

·        Norma Dishman, Mourer Street, New Castle reported the following issues;

o       Parking issues as well in her neighborhood.

o       Nuisance law needs reviewed,

o       Stop stripping needs done.

·        Pastor Slagle offered financial assistance in regards to stripping and signs.

 

DEPARTMENT HEAD REPORTS:

 

·        No reports were presented to council.
