BOARD OF WORKS

September 24, 2012 at 10:00 a.m.

The meeting was called to order by Mayor Greg York.

ORDER OF BUSINESS:

·         Superintendent Ayers moved to suspend the rules for the reading of the minutes and accept last week's BOW minutes.  Director Tichenor seconded.  Motion carried 3-0

·         Mayor York requested a motion to accept the Payroll, Water, Wastewater and General fund claims for the week of September 17 to September 24, 2012.   Director Tichenor moved to accept.  Commissioner Ayers seconded.  Motion carried 3-0 

·         HR Thonhill requested a motion to approve the signed 2013 FOP Contract.  Director Tichenor moved to approve.  Superintendent Ayers seconded.  Motion carried 3-0

·         HR Thornhill requested a motion to withdraw executive order # 1 of the Jim Small administration and replace with current administrative order.  Director Tichenor moved to approve requests as presented.  Superintendent Ayers seconded.  Motion carried 3-0

·         HR Thornhill presented 5 change orders for the Garner Street project.  After review, Director Tichenor moved to approve the change orders as presented.  Superintendent Ayers seconded.  Motion carried 3-0

MAYOR REPORTS

·         No reports presented.

DEPARTMENT HEAD REQUESTS  

·         Clerk Treasurer York presented an e-mail from Attorney Copenhaver detailing the proper procedures in purchasing in regards to quotes and bids.  HR Thornhill informed the board that current city procurement policy conflicts with State law and will need to be corrected.
