City Council Meeting Minutes - 7/16/2012

COMMON COUNCIL 

 

July 16, 2012 at 7:00 p.m.            

 

The Pledge of Allegiance was given by everyone in attendance.           

 

Prayer was given by Pastor Jerry Ingalls, First Baptist Church.

 

ROLL CALL:

SPECIAL BUSINESS:

 

·        Councilman Peckinpaugh moved to suspend and accept the minutes of the last meeting.  Councilman Reid seconded.  Motion carried 6-0

 

PROCLAMATIONS:

 

·        No Proclamations were read.

 

RESOLUTIONS:

 

·        #071612-1  EDC Agreement.

 

Councilman Koger read and moved to approve the EDC Agreement.  Council-lady York seconded.  Motion carried 6-0

 

ORDINANCES:

 

·        No Ordinance were presented.

 

COMMITTEE REPORTS:

 

·        No Committee reports were presented.

MAYOR REPORTS:

·        Mayor York informed everyone in attendance of the Fireworks schedule and rules regarding the burn ban.

CITIZENS REQUESTS:

·        Thelma Hall, 315 North 31st Street, New Castle informed the council of a rental issue with the home behind her.  She stated the previous renter had 5 dogs and they damaged her privacy fence.  Building Inspector Frame stated that the landlord was ultimately responsible.  Mrs. Hall stated she was not aware of who that was.  Mayor York informed Mrs. Hall that he and the Building Inspector would come out and look at her situation the next day.

·        John Moles 1324 Q Avenue, New Castle informed the council that he was concerned with the owners of animals not picking up their pets waste not only around the Baker Park area but the city in general and asked if there was an ordinance on record that could be enforced.  Mr. Moles was informed by the council that there was and requested that the Mayor work with his administration on enforcing this issue.

·        Dale Cole, New Castle informed the council that there was a Memorial Monument in the Baker Park that he had assisted in creating 9 years ago and it is deteriorating.  Mr. Cole informed them that there are name plates that can be sold to generate revenue to maintain the monument and the park grounds.  Mr. Cole was directed to the Park Board.

 

DEPARTMENT HEAD REPORTS:

 

·        Clerk Treasurer York presented the Council with their 2013 Budget books, noting the first reading is scheduled for August 20th.  Council requested copies of the 2012 budget summary for comparison.  Clerk Treasurer York stated she would send it via email.

Council-lady York moved to adjourn.  Councilman Peckinpaugh seconded.  Meeting adjourned.
