City Council Meeting Minutes - 5/20/2013

                                                 COMMON COUNCIL 

 

May 20, 2013 at 7:00 p.m.            

 

The Pledge of Allegiance was given by everyone in attendance.           

Prayer was given by Councilman Peckinpaugh. 

Notation for the record.            Jeff Hancock was sworn in by Attorney Copenhaver as Councilman of Ward 2, replacing Brian Ingerman.

 

Meeting was called to order by Mayor York.

ORDER OF BUSINESS:

 

·        Councilman Reid moved to approve the minutes of the last meeting.  Council-lady Bertram seconded.  Motion carried 6-0 with Jeff Hancock abstaining.

 

PROCLAMATIONS:

 

·        No proclamations were presented.

 

RESOLUTIONS:

 

·        No resolutions were presented.

 

ORDINANCES:

 

·        #3676 - Amending Ordinance #3651 - Special pay for water certification.

President Koger read Ordinance #3676 and moved to approve on first reading.  Councilman Reid seconded.  Motion carried 7-0

 

OTHER BUSINESS

 

·        President Koger opened the public hearing on Golf Carts.  Mike Brown, Jeff Smiley and Danny Marcum all of New Castle made note to the board of their support.  No citizens were present that did not support the subject.  After discussing Councilman Reid moved to authorize the drafting of an ordinance with a yearly review.  Council-lady Bertram seconded requesting that Councilman Peckinpaugh work with the City Attorney in drafting.  Motion carried 7-0

 

COMMITTEE REPORTS:

 

·        Council-lady Bertram requested striping be considered at State Road 3 and Midway denoting direction of traffic exiting off Midway onto SR 3. 

·        Councilman Hancock requested administration look at the intersection of Midway and Whittier Lane noting there was a washout in that area.

·        President Koger requested an update on trash pickup.  After discussion he noted he would be forming a Sanitation Committee to review other avenues.

·        Councilman Peckinpaugh requested the Park make Trojan Lane a priority before graduation and the Relay for Life event.

 

 

ADMINISTRATIVE REPORTS:

 

·        Mayor York informed Council that the updates on the Wastewater plant were set to begin soon and wanted Council to be aware that he had completed the Conflict of Interest Statement required by the State due to renting business space to Starburst, the company who has bid to upgrade equipment at the plant.

·        Mayor York informed Council the Indy 500 advertisement had assisted with highlighting New Castle in the business arena and his next step was to advertise in Indiana Monthly to entice young working couples to consider relocating here.

o       As a side note and for the records, Clerk Treasurer York informed all in attendance that no monies were paid from the city or filtered through the city for the Indy 500 advertising.  The advertising was paid directly to Indy car from the donors.
