President Koger read Resolution #11192012-2 and moved to approve. Councilman Peckinpaugh seconded. Motion carried 6-0
· Resolution #1119012-3 - Authorize Transfer of Funds (Stormwater-General)
President Koger read Resolution #11192012-3 and moved to approve. Councilman Peckinpaugh seconded. Motion carried 6-0

· Councilman Peckinpaugh commended administration on their Festival of Lights and Hero's Tree Ceremonies.
MAYOR REPORTS:
· Mayor York opened discussion regarding Golf Carts. After the following citizens presented to the board their opinion, a Committee was formed to develop a draft ordinance to be presented to Council at the January 21, 2013 meeting.

CITIZENS REQUESTS:
· Betty Raines, I Avenue, New Castle requested attention regarding leaves on I Avenue. Mayor York forwarded to the appropriate Department Head.
· Eddie Hagar, New Castle and representing Hope Initiative, invited Council and City Administration to the 3 Community Meetings set up to discuss and assist with the Stellar Grant requirements that Hope Initiative is applying for.

· No reports were presented to council.
