City Council Meeting Minutes - 10/1/2012

COMMON COUNCIL 

 

October 1, 2012 at 7:00 p.m.            

 

The Pledge of Allegiance was given by everyone in attendance.           

 

Prayer was given by Councilman Peckinpaugh.

SPECIAL BUSINESS:

 

·        Councilman Reid moved to suspend and accept the minutes of the last meeting.  Council-lady York seconded.  Motion carried 7-0

·        President Koger informed Council the cities appointment to the Henry County Visitors Bureau Board needed filled and he made a motion to approve April Barricks for the seat, noting appointment would expire 12/31/14.  Council-lady York seconded.  Motion carried 7-0

 

PROCLAMATIONS:

 

·        No proclamations were presented.

 

RESOLUTIONS:

 

o       (Councilman Koger noted that he would like to commence with Ordinance's first since there were so many and the Resolutions slated would be time consuming.)

·        Resolution #100112-1 - Tax Abatement (New Castle Investments, LLC)

President Koger read Resolution #100112-1.  After discussion by Council and public comments from Mike McKown, Suman Kalia and Gene Dickerson, President Koger presented Resolution #100112-1 for a motion.  There was no motion made.  Resolution died.

·        Resolution #100112-2 - Tax Abatement (BBR Development, LLC)

Attorney Jim Millikan requested Resolution #100112-2 be withdrawn.

·        Ordinance #3648 - Appropriation of Riverboat Funds - 3rd reading

President Koger moved to approve Ordinance #3648 on third reading.  Council-lady York seconded.  Motion carried 7-0

·        Ordinance #3650 - 2013 Clerk Treasurer Salary Ordinance - 2nd reading

President Koger moved to approve Ordinance #3650 on second reading.  Councilman Peckinpaugh seconded.  Motion carried 7-0

·        Ordinance #3651 - 2013 Management Salary Ordinance - 2nd reading

President Koger moved to approve Ordinance #3651 on second reading.  Councilman Reid seconded.  Motion carried 7-0

·        Ordinance #3652 - 2013 Various Employee Salary Ordinance - 2nd reading

President Koger moved to approve Ordinance #3652 on second reading.  Council-lady Malone seconded.  Motion carried 7-0

·        Ordinance #3653 - 2013 EMS Salary Ordinance - 2nd reading

President Koger moved to approve Ordinance #3653 on second reading.  Council-lady York seconded.  Motion carried 7-0

 

·        Ordinance #3654 - 2013 Fire Department Salary Ordinance - 2nd reading

President Koger moved to approve Ordinance #3654 on second reading.  Councilman Reid seconded.  Motion carried 7-0

·        Ordinance #3655 - 2013 Police Department Salary Ordinance - 2nd reading

President Koger moved to approve Ordinance #3655 on first reading.  Councilman Peckinpaugh seconded.  Motion carried 7-0

·        Ordinance #3656 - Amending Zoning Districts of the City - 1st reading

President Koger read Ordinance #3656 Amending Zoning in the area between G Avenue and South 14th Streets from an industrial zone to a multi-residential zone.  After discussion by the Council and public comments from Mike McKown, Suman Kalia and Gene Dickerson.  President Koger moved to approve Ordinance #3656 on first reading.  Council-lady Malone seconded.  Motion carried 6-1

 

COMMITTEE REPORTS:

 

·        Council-lady York reported an unkempt rental at 2315 F Avenue for review.

·        Councilman Koger reported a street cut between 1001-1005 South Main.  Mayor York stated it would be referred to the appropriate department.

 

MAYOR REPORTS:

 

·        Mayor York updated Council on the following:

o       Insurance with HealthLink beginning 1/1/2013.

o       Arborist will be touring Baker Park 10/5/12 @ Noon, meet at the Arch.

o       Baker Park will be closing October 15th for the season.

o       There will be a new sign and flag pole on Trojan Lane at SR 3 intersection.

o       Demolitions are still in progress.

o       Leaf Collection currently will be based on manpower, IDEM approves of collection being dumped in old city dump.

o       Month of November will be declared Firefighters Month.

 

CITIZENS REQUESTS:

 

·        No citizens presented, other than noted above.

 

DEPARTMENT HEAD REPORTS:

 

·        No reports were presented to council.
