City Council Meeting Minutes - 8/20/2012

                                                 COMMON COUNCIL 

 

August 20, 2012 at 7:00 p.m.            

 

The Pledge of Allegiance was given by everyone in attendance.           

 

Prayer was given by Deacon Russ Woodward of St. Anne's Catholic Church.

SPECIAL BUSINESS:

 

·        Councilman Reid moved to suspend and accept the minutes of the last meeting.  Council-lady York seconded.  Motion carried 7-0

 

PROCLAMATIONS:

 

·        No Proclamations were read.

 

RESOLUTIONS:

 

No Resolutions were read.

 

ORDINANCES:

 

·        Ordinance #3646 - 2013 Elected Officials Salary Ordinance

Council President Koger read the ordinance for the record and moved to accept ordinance 3646 on first reading.  Councilman Peckinpaugh seconded.  Motion carried 7-0

 

·        Ordinance #3647 - 2013 City Budget

Council President Koger read the ordinance for the record and moved to approve the 2013 City Budget on first reading.  Council was informed by Clerk Treasurer York that for the first time the Utility Funds are part of the city budgeting process.  They are not part of the tax levy, but are part of the cities expenses noting Mayor York had requested budgets from all city departments and felt it important that the citizens of New Castle see the full expense of every fund of the city.  After discussion and clarification of noted changes, ie; the Armory building and some position changes.  Council-lady York seconded.  Motion carried 7-0

 

COMMITTEE REPORTS:

 

·        Councilman Ingerman noted his support of the Save the Skyvue @ the Arts Park on August 25th and the Zombie Walk on September 15th.

·        Councilman Kidd recommended a committee be established for the Armory Building and the potential it has to either serve the city or a possible business. 
MAYOR REPORTS: 

·        Mayor York reported that he attended the Little League games in Williamsport, Pennsylvania on Friday and Sunday with many other city officials and staff in support of the New Castle Little League team who had made the series, commending the team on their spirit and play of the game and thanking them for putting New Castle Indiana in the national spotlight for a good reason.

·        Mayor York informed council that on September 9th Four Square Church was honoring all the city and county emergency responders with a Worship Service at 10:30 and a lunch at noon.

 CITIZENS REQUESTS: 

·        Maurie Goodwin of New Castle and member of the Aviation Board presented a map and financial report to the Council in regards to the runway extension and the planning stage they are currently in.

·        Edward Weaver of New Castle informed council of a trash issue at 806 Broad Street.  Mayor York informed Council the matter has been turned over to the Building Commissioners Office for violations.

·        Norma Dishman of New Castle requested Council consider eliminating their insurance.

 

DEPARTMENT HEAD REPORTS:

 

·        Director Tichenor informed council that a parking issue was presented by Mrs. Rhodes of R Avenue and turned the information over to the Traffic Committee of the Council.
