City Council Meeting Minutes - 6/4/2012

Prayer was given by Pastor Eric Haler, New Covenant Worship Center .

SPECIAL BUSINESS:
· Council-lady York moved to suspend and accept the minutes of the last meeting. Councilman Ingerman seconded. Motion carried 7-0
PROCLAMATIONS:
· None presented.
RESOLUTIONS:
· #06042012-1 Resolution Amendment - RDC/Planning Commission (Crown Ownership)
After discussion and explanation of TIF Districts. Councilman Koger moved to approve Resolution #06042012-1. Councilman Peckinpaugh seconded. Motion carried 7-0
ORDINANCES:
· #3643 - Employee Incentive Final Reading
Councilman Koger moved to approve Ordinance #3643 on final reading. Council-lady York seconded. Motion carried 6-1
· #3644 - Amend Traffic Code (Mopeds, etc) 2nd reading
Councilman Koger moved to approve Ordinance #3644 on second reading. Council-lady York seconded. Motion carried 7-0
· #3645 - Amend Salary Ordinance #3636 (Mechanic) 1st reading
Council requested to see a job description and a survey of wages of other cities with this position on second reading. Councilman Koger moved to approve Ordinance #3645 on first reading. Council-lady York seconded. Motion carried 7-0
COMMITTEE REPORTS:
· Councilman Koger 1) requested administration survey and consider including Spiceland Pike between 200S and the pool on the paving list for this year. 2) Thanked Bernice and Lee Stacy for their care of the triangle at Bundy and Main and the park at St. Rd. 3 and 38.
· Councilman Reid 1) stated that the park benches that have been painted purple look very nice. 2) The brick road between 14th and 15th Streets needs weed killer sprayed on it, noting the weeds were coming through.
MAYOR REPORTS:
· Mayor York reported that the State Board of Accounts has completed their audit of 2011, noting the city did well and Auditor Weaver noted that the new administration was very proactive in correcting and dealing with any issues.
CITIZENS REQUESTS:
· Norma Dishman, New Castle, reported that in the area of South 11th Street there are children driving golf carts up and down the streets.
· Danny Marcum, New Castle, informed Council that the First Responders Recognition Breakfast is Sunday at 10:30 a.m.
· Mike Guffey, New Castle, reported a deep chuck hole in the 600 block of South 22nd.

· No Department Head reports were presented.
