City Council Meeting Minutes - 6/18/2012
COMMON COUNCIL
June 18, 2012 at 7:00 p.m.
The Pledge of Allegiance was given by everyone in attendance.
Prayer was given by Pastor Gary McCutcheon, Apostolic Pentecostal Church.

SPECIAL BUSINESS:
· Councilman Reid moved to suspend and accept the minutes of the last meeting. Council-lady York seconded. Motion carried 7-0
PROCLAMATIONS:
· Mayor York read a proclamation making June 2012 Amateur Radio Month.
RESOLUTIONS:
· #06182012-1 Resolution - Anti Nepotism Policy
Councilman Koger moved to approve Resolution #06042012-1. Councilman Peckinpaugh seconded. Motion carried 7-0
ORDINANCES:
· #3644 - Amend Traffic Code (Mopeds, etc) 3rd reading
Everett Brown of New Castle informed the council of his opposition in regards to this ordinance. Councilman Koger moved to approve Ordinance #3644 on second reading. Council-lady York seconded. Motion carried 7-0
· #3645 - Amend Salary Ordinance #3636 (Mechanic) 2nd reading
After in depth discussion noting question and answers to citizens, Norma Dishman of New Castle, Bob McCormick of New Castle and Danny Marcum of New Castle. Councilman Koger moved to approve Ordinance #3645 on first reading. Councilman Ingerman seconded. Motion carried 7-0
COMMITTEE REPORTS:
· Council-lady York reported a speeding issue on Cottage and Hunter Avenues. Chief Catron stated he would have it patrolled.
· Councilman Kidd reported that the Children at Play sign at Washington and North 20th had been knocked down. Commissioner Ayers stated he would take care of it.
· Councilman Reid reported that the New Castle Henry County Public Library has a new Literacy Program and are looking for volunteers.
· Councilman Peckinpaugh reported that the New Castle High School has a summer program that offers free breakfast and lunch to anyone under 18. He also thanked the First Baptist Church for their recognition breakfast to the First Responders.
MAYOR REPORTS:
· Mayor York recognized Bob McCormick and Russell Dishman for their cleanup efforts in the City. Mayor York noted to Council that they had taken on several major clean-up projects in the city and had done and amazing job.
· Mayor York informed the members of the Traffic Committee that there were 2 issues he would like to bring to them. The intersection at North 14th and Woodward Avenue and signage on Garner Street.
CITIZENS REQUESTS:
· Robert Webster, New Castle presented his opposition regarding Ordinance #3644.
· Bob Grewe of EDC informed the Council of the State Road 3 and I-70 Project and asked for thought and consideration regarding rules on tax abatements on companies who lease their equipment, noting he is working with a company to locate in New Castle who would fall in this category.

· No Department Head reports were presented.
