City Council Meeting Minutes - 7/2/2012

                                                 COMMON COUNCIL 

 

July 2, 2012 at 7:00 p.m.             

 

The Pledge of Allegiance was given by everyone in attendance.           

 

Prayer was given by Pastor Matt Perdue, Turning Point Life Center.

SPECIAL BUSINESS:

 

·        Councilman Reid moved to suspend and accept the minutes of the last meeting.  Council-lady York seconded.  Motion carried 7-0

 

PROCLAMATIONS:

 

·        No Proclamations were read.

 

RESOLUTIONS:

 

·        No Resolutions were presented

 

 

ORDINANCES:

 

·        #3645 - Amend Salary Ordinance #3636 (Mechanic)  Final Reading

Councilman Peckinpaugh moved to approve Ordinance #3645 on 3rd and final reading.  Ingerman seconded.  Motion carried 7-0

 

COMMITTEE REPORTS:

 

·        Council-lady York reported that after last meetings request regarding speeding on Hunter and Cottage, Chief Catron monitored.  Council-lady York informed Street Commissioner Ayers that signage needed placed on both streets noting speed limit.

·        Councilman Reid stated he had notice city employee ID badges and requested that Council Members also have them. 

 

MAYOR REPORTS:

 

·        Mayor York informed everyone in attendance of the Fireworks schedule and rules regarding the burn ban.

 

CITIZENS REQUESTS:

 

·        Tom Willis, city employee, thanked the Mayor and Council for the incentive pay scheduled to be paid this week to all employees.

·        Jeff Smiley, New Castle, requested approval of a crosswalk at 503 New York Avenue at his expense.  After discussion Council-lady York moved to refer Mr. Smiley to the Board of Works meeting July 16th for approval with recommendations to approve by Council.

·        Jeff Smiley and Bill Kindig handed out a presentation packet to Council regarding Golf Carts be allowed on city streets.  After discussion, the request was referred to the Special Issues Committee of the Council, to research with Chief Catron and Attorney Copenhaver and bring recommendations to the Council.

·        Bob Grewe of EDC presented the agreement for Cooperation and Economic Efforts.  It is similar to the agreement drafted some time ago with the city.  Mr. Grewe informed Council much of the "fluff" had been eliminated.  Mr. Grewe noted the County Council, County Commissioners and EDC had signed.  Attorney Copenhaver stated he would prepare a Resolution for next meeting of July 16th.

·        Norma Dishman, New Castle, asked for explanation of why the fencing had been removed around the front of Baker Park.  Mayor York informed her that Park Board approved the removal, it was damaged and collected blowing trash. 

o       Mrs. Dishman noted that the stop bars at 11th and Mourer as well as city wide needed to be repainted. 

o       Mrs. Dishman noted a parking issue in her area.  Councilman Reid noted that he had been in the area and there was an issue.  Chief Catron stated he would have his officer's look at the situation. 

 

DEPARTMENT HEAD REPORTS:

 

·        No Department Head reports were presented.
