On Thursday, October 23, 2014, the City of New Castle was awarded a $343,100 Community Development Block Grant from the Indiana Housing and Community Development Authority (IHCDA) for an Owner Occupied Housing rehabilitation program.

New Castle plans to implement an aging-in-place, owner-occupied housing rehab program for eligible homeowners over the age of 55 and/or disabled.  Evaluations will be done on participating homes and safety and health issues will be addressed based on IHCDA’s priorities.  In addition to a whole house inspection, a home modification assessment will examine possible accessibility and mobility improvements that would allow residents to remain in their homes longer and more comfortably.  The city anticipates 19 homes could receive up to $15,000 in actual improvements/modifications.  Income eligible, single-family, owner-occupied and insured homes located within the city limits could qualify for assistance. The city has had tremendous interest in this program.  A substantial number of elderly homeowners in the city are living in homes that they no longer can afford to keep as safe and comfortable as they deserve.  Some of these homeowners need physical modifications to their homes to allow them to get around their home safely.  This program may provide ramps, zero level entries, bathroom modifications and upgraded lighting as required for eligible homeowners.

The City of New Castle will be partnering with Administrative Resources association (ARa), who will assist with the implementation of this owner-occupied housing rehabilitation program

Quotes:

Mayor Greg York: “The city anticipates 19 homes will receive assistance through this program.  The improved homes will be more "livable, accessible" and visitable".  Housing accessibility modifications and general home health and safety improvements will not only improve the quality of life of the owners, but improve the housing stock and be much more appealing to future homebuyers, neighbors, visitors and other residents of the community.  Families of the beneficiaries will be confident that the home improvements and modifications are extending their loved-ones' ability to stay in their homes.  Services provided by valuable community partners will also made available to the beneficiaries of this program and their households.

Eric Frey, Executive Director ARa/SIHCDC: “We are excited to be a part of this program and effort.  We look forward to helping make an impact on the quality of housing for the residents of New Castle.”
